Whats a pad?? Yes, their calls can be quite loud when they want to be. Usually its at certain times of the day. However some birds can be noisy and others can be really quiet. It depends.

Dont be scared to take him to the vet. You should do it because birds rub their heads and beaks on perches and scratch themselves, all the time. Their feathers are not suppose to come off so easily. I'd agree with Sarah about the new cage and the clipping. Something bigger is always better in this case. :) However, dont clip him yourself. I only clip a birds wings when its new and its too wild to train or tame. I think in his case, his making progress with you and you should only clip it again, if at the end of this summer, he has reverted to his old self and refuses to interact with you. Its a gigantic amount of progress for a bird...
