Could it be he's staining his feathers pink with any pink toys? Or perhaps it's vitamin deficiency or damage to the follicles?

One of my babies in this clutch is a blue recessive pied however, my cock and hen aren't pied at all? Mummy is a cinnamon blue and daddy is a grey green split blue? I'm wondering how this is possible?

Very very common for indian ringnecks to have a light ring around their neck before they've matured. My baby indian ringnecks (blue, grey and green) have the same thing.
